Graduate School of Policy Studies, Doctoral Program fosters individuals who have the high level of research ability and the rich academic knowledge necessary to be able to carry out independent research activities as researchers and engage in other specialized work. We also accept working adults who have a high level of specialized knowledge engaged in specialized work, provided that they have research ability that is at least as good as that of master's degree holders.

Our Graduate School of Policy Studies, Doctoral Program is unique in Japan in that, like graduate schools of policy studies in the US and Europe, those who have achieved results in the field of policy decision-making in the real world can continue their research at the graduate school. Those who have implemented policies in the field can master policy research at this graduate school based on the fundamentals of economics, finance, sociology, etc., and aim to become cutting-edge practitioners, or "chidoka," with advanced theories backed by academic knowledge and advanced practical skills honed in the field. This is a graduate school with a very deep awareness among both faculty and students.
Honorary President Hiroshi Kato, who established the Graduate Graduate School of Policy Studies, Doctoral Program doctoral program, is a pioneer in social and policy sciences in Japan, who paved the way for people who studied academic subjects to later go on to work in the fields of policy planning and implementation, as exemplified by the reform of Japan's National Railways.
