The course covers all aspects of public finance, and thoroughly surveys previous research with a consistent awareness of the issues surrounding the research topic. It reviews and organizes a vast amount of previous research from an original perspective, and objectively analyzes unsolved problems. In particular, for the specialist field of tax theory, detailed, step-by-step instruction is given, with the goal of selecting a research topic, developing an awareness of the issues, introducing previous research, and completing a doctoral thesis. Specifically, the course includes joining the Japan Association of Public Finance, instruction on how to write a survey paper as the first paper for the Policy Studies Review, instruction on how to write an academic paper as the second paper, and instruction on how to present at an academic conference. The course aims to pass the public defense within the standard period, and then to obtain a doctorate as soon as possible.
